SRTS Program:  How is program intended to be monitored on state level for compliance with federal aid process, particularly environmental clearance and untility/RW clearance.  What costs are expected to be absorbed by sponsor?

It is the responsibilty of the sponsor to follow federal aid guidelines so it may be beneficial for the sponsor to have someone that is on their Task Force to have knowledge of federal aid guidelines specifically related to the environment.

To answer your second question, SRTS is 100% federally funded
