There was very little in the Primer on Transportation and Climate Change
that really addressed "adaptation". We need to immediately consider ways
to prepare our infrastructure for larger, flashier storms. We also need to
immediately consider ways to help wildlife and ecosystems cope by
making our transportation network more "permeable" - that is having
ways that wildlife can easily cross under or over roads. The first step is to
have larger, open bottomed or embedded culverts that decrease the
impact of roads on the ecosystems they cross. By allowing water courses
to flow naturally, by having the crossing structure go over not only the
river or stream but also over the bank on either side allowing terrestrial
wildlife passage, that also allows for flooding without destroying the
road. Every major road repair is an opportunity to decrease that road's
impact on the surrounding ecosystem and improve the ecosystem's
resilience to climate change.

Scientific evidence about climate change indicates that we need to reduce the US's CO2 emiissions to 25% below 1990 levels by 2020-2025, and to 80% below those levels by 2050. What strategies can DOT's adopt, or can the US DOT take on, to most effectively help us get there?
