FHWA has identified 13 focus states and 5 focus cities, which were selected based on states and cities having the highest number or rate of pedestrian fatalities. The "benefits" of being a pedestrian focus state are that FHWA (in combination with the project team and consultants) is offering technical assistance, including pedestrian safety workshops to each focus state and city (funded by the FHWA Office of Safety). More details of this pedestrian safety technical assistance to the focus states may be found at:

The Guide on "How to Develop a Pedestrian Safety Action Plan" was also developed to assist state and local agencies as part of that project (developed by the University of North Carolina, as a subcontractor to VHB). That report may be found at:
